Presidential decree (UP/PF): what it means
A decree (farmon) is an act issued by the President that is binding across the country. Reforms, new systems and major organisational matters are usually set by decree. Its number starts with "UP-" in Russian or "PF-" in Uzbek. A decree must not contradict a law.
