Interior Ministry puts new rules for concerts and other public events up for discussion
Uzbekistan's Interior Ministry has prepared a draft government resolution to improve the rules for holding public events. The document has been published for public discussion on the portal for draft legal acts (regulation.adliya.uz). Citizens and organisations can send their comments until 20 November.
Under the draft, new rules would apply to concerts, sports competitions, festivals and other similar events attended by 100 or more people.
The document limits the ways organisers can draw people to an event. Gathering crowds by giving away food or goods for free, or by selling them at extremely low prices for advertising, promotions or other purposes, would be banned.
The draft proposes that tickets to cultural, entertainment and sports events be sold only in electronic form. The authors say this is meant to stop fake tickets and resale above the set price.
Until an organiser receives a permit, they would not be allowed to announce or advertise the event, publish its date and venue, or sell tickets.
Drones would be used to improve safety. They would help monitor the movement of people and spot overcrowding and related risks early.
The draft notes that, under existing law, a criminal court may temporarily bar people who have broken public event rules from attending such events. From 2027, an electronic register of these people would be kept.
The new rules would not apply to weddings, family celebrations, anniversaries or funeral and memorial ceremonies. Meetings, rallies, street marches and demonstrations are also outside the scope of the document.
Public events are currently governed by Cabinet of Ministers Resolution No. 205 of 29 July 2014, which approved the Rules for Holding Public Events. Under these rules, organisers must obtain a permit and sign a security agreement with the internal affairs bodies. After the discussion, the new draft will be revised. It will take effect only once the government adopts it.
